So after talking to my friend about how in the latest chapter they say that Fran might be the new Varia leader, this is what she told me.
That was a stupid mistranslation. If you looked closely at the raw, the word was “kanbu” which is more accurately “officer” or upper management.
In a lot of Japanese fanfics, and some parts of the manga, all the main Varia members (Bel, Mammon, Lussu, etc) are referred to as “kanbu”, and the other members are “zako” - grunts or “small fry”.
As for the other organizations… Squalo was just talking about Kokuyou, and whoever else saw Uni’s dream and had a vested interest in Fran’s talent. (i.e. Mukuro; I really doubt all of the sudden we’d see Byakuran and his Funeral Wreaths showing up as well. XD; )»
